Bay St. Louis is a building friendly city who was named by the U.S. Census Bureau as Mississippi's Fastest Growing City in May 2015.  With 16 square miles of picturesque beauty at every turn, its no wonder why Bay St. Louis is the place to be.   Each staff member of the Building & Zoning Department are available to assist you from start to finish of your building project.   This one-stop shop for information, permits and guidance for residential and commercial building within the city limits will help you to complete your project in a timely manner.  

 

The departments mission is "To provide efficient, effective and openly responsive customer service to all citizens, with a courteous and friendly attitude."  This can be found each and every day from all staff members.  Plans review, construction and inspections, floodplain management, Community Rating System and Code Enforcement are just some of their assigned tasks.  The Building Official, Charles Oliver, has over 35 years of building experience as a general contractor.  He and his lead inspector, Tommy McConnell, ensure that the adopted building codes and ordinances set forth by the City Council are followed.  The City's commitment to building excellence is shown in its keeping with modern standards.  The City of Bay St. Louis and the Building Department are currently under the 2012 International Building, Residential, Plumbing, Fuel Gas, Mechanical, Fire and Sanitary Codes.  City Ordinance No. 548 adopting these codes can be found here.  City Ordinance No. 441 which is the City's ordinance regulating and controlling erosion and sediment within the City of Bay St. Louis and City Ordinance No. 442 which is the City's ordinance regulating stormwater runoff from development sites with the City of Bay St. Louis can be found at these links here.

Zoning is also a part of this team.  As Zoning Administrator, Charlene Black will help you through the stages leading up to the permitting process.  Working in conjunction with citizens, public agencies and other City departments, zoning is designed to promote and maintain a safe and desirable living and working environment through the implementation of building and land use standards.  The Planning Commission and the Historic Preservation Commission fall under the zoning umbrella.  After you've completed the zoning approval process, permitting of your project can begin.  Susan Kihneman is the person who will take through the permitting process and scheduling of inspections. 

 

From the first permit to the last inspection, the Building and Zoning Department has instituted a system of customer service and convenience.

Upcoming Planning & Zoning Commission Meeting Agenda

General construction of any type, whether it is new construction, repairs, renovations, remodels, including jobs such as fences, sheds, roofs, etc. require permits.

New work and repairs to existing plumbing and or gas systems must be permitted.  

A licensed contractor must obtain an electrical permit for any work taking place before the work begins.

Heating, air conditioning, and other mechanical jobs require permits.  

Any development in the Special Flood Hazard Area, including but not limited to, buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations or storage of equipment or materials etc. require permits and approvals before the work begins.  

 

All new construction and land disturbance within the City limits of Bay St. Louis, which was started on or after January 2004, is required to submit erosion control plan along with the building application and any other reuired applications for development.  See ordinances above for details. 

All contractors doing work within the City limits of Bay St. Louis shall have a valid license with the City and or State.

Any business, new or old, operating within the City limits of Bay St. Louis shall have a vaild privilege license and must be renewed annually as long as the business remains in operation.
